Cuatro años después fue enviado, como castigo, al árido obispado de Saltillo, en Coahuila, al norte del país. De poco sirvió. Desde ahí volvió a la trinchera. Ha plantado cara a los desmanes del Gobierno y también al terror de Los Zetas.
Su discurso, de fuerte contenido social, irredento en la lucha contra la desigualdad y furibundo contra el “capitalismo liberal”, le ha situado lejos del aristocrático y ortodoxo episcopado mexicano. Una distancia que aún agrandó más su actitud ante las mujeres abortistas y su defensa de los derechos de los homosexuales. Durante mucho tiempo, Raúl Vera ha sido la oveja negra, el díscolo, el anticuado izquierdista, hasta que el terremoto ideológico provocado por la llegada de Francisco a la cátedra de San Pedro ha insuflado nueva fuerza a su voz. Ahora, los otros obispos se giran para escucharle.
