Acuerdos firmados en Cancún decepcionan a organizaciones y movimientos sociales, Natasha Pitts
La 16º cumbre sobre Cambio Climático de las Naciones Unidas (COP16) terminó el pasado viernes (10) dejando un fuerte sentimiento de decepción en centenas de campesinos, indígenas, ambientalistas y miembros de movimientos y organizaciones populares de innumerables países que se articularon antes y durante las negociaciones de la COP 16, para luchar por acuerdos justos que enfrentasen las causas profundas del desequilibrio ambiental.
Aun habiendo propuestas viables, como las sugeridas durante la Conferencia Mundial de los Pueblos sobre Cambios Climáticos que se realizó en Cochabamba, Bolivia, entre los días 20 y 22 de abril de este año, se optó una vez más, por las «soluciones de mercado». Éstas, como bien define la Coordinadora Andina de Organizaciones Indígenas (Caoi), son sólo ‘negocios para tratar de solucionar lo que provocaron con los mismos negocios depredadores’.
En esta Cumbre, se trató de reafirmar el texto del ‘Acuerdo de Copenhague’ propuesto en la COP 15, considerado por los movimientos populares un mecanismo nocivo que evadió por completo la búsqueda de soluciones concretas para detener la crisis climática. Esto porque el acuerdo no busca responder con urgencia a situaciones como la reducción de emisiones de gases que provocan el efecto estufa.
Sobre el protocolo de Kioto, la propuesta fue un segundo período de compromisos, sin embargo no hay informaciones sobre datos ni mecanismos para que el segundo período se concretice. Además, la adopción de compromisos será meramente voluntaria, lo que quiere decir que la reducción de las emisiones de gases, será hecha de acuerdo con la voluntad y conciencia de cada país.
Según Alianza Social Continental, el acuerdo cerrado en Cancún también prevé otras decisiones graves, como la meta de aumento de la temperatura mundial, que quedó definida en 2º Centígrados. Esta meta ya había sido sugerida, pero fue rechazada porque no cumplía con la tarea de evitar la desaparición de regiones enteras, como algunas islas. Mas este año, la meta fue aceptada, poniendo en riesgo la perpetuación de la vida humana.
Sobre la cuestión de financiamiento, fue aprobada una propuesta vacía. Aunque fue aprobada la creación de un fundo global, la Alianza Social afirma que los recursos no están garantizados, así como su origen y forma de implementación. Además de lo apuntado, los recursos son insuficientes para enfrentar las consecuencias de la crisis climática. Otra propuesta fuertemente rechazada por los movimientos populares fue que el Banco Mundial, responsable por la promoción de proyectos destruidores de medio ambiente, sea, al mismo tiempo, responsable de Coordinar este fundo.
A pesar de haber sido colocado nuevamente la ganancia, por encima de la vida, en la ‘Declaración de Cancún’ los sectores populares aseguran que la lucha no llegó a su fin y que continuarán impulsado el nacimiento de una civilización en que la vida en todas sus formas sea el centro de todo.
Se comprometieron también a ‘continuar caminando en la construcción de un movimiento fuerte, multisectorial e unificado en defensa de la naturaleza por medio de la concientización, educación y organización de base; profundizar las propuestas presentes en el Acuerdo Cochabamba; evaluar las posibilidades de una consulta popular, de una nueva Cumbre de los pueblos y de otras formas de involucramiento de los sectores populares; así como a aumentar la organización y presión sobre los gobiernos nacionales e internacionales’.
